The Homeowner Protection Act (Act) provides for the licensing of residential builders and makes third-party home warranty insurance mandatory on new home construction throughout the province of BC. The licensing and warranty insurance systems work together to ensure that builders meet minimum standards and consumers are protected with a strong, third-party warranty should a construction defect occur.
The B.C. government is introducing an enhanced licensing system for home builders that will lead to higher professional standards in the residential construction sector and increased consumer protection for buyers of new homes in British Columbia.
Changes to the Homeowner Protection Act Regulation were announced on March 4, 2015 that affect residential builders. These changes are the result of extensive consultation with stakeholders. They reflect industry’s desire to raise the bar of professionalism and improve the quality of residential construction in B.C., giving homebuyers even greater confidence that their homes have been built to a high standard.
All currently licensed builders will be required to take professional development and all new builders will be required to demonstrate proficiency in the building code, management and supervision, customer service, construction technology, financial planning, legal issue and business planning and management to mention a few.

OWNER BUILDER?
There are changes for home owners who want to be the general contractor for their own residential construction project. Owner- builder applicants will now be required to pass an examination on home building basics set by the HPO.
